Noblesse IX is jointly built by Yincheng International, a real estate development company listed on the Hong Kong Stock Exchange, and Keppel Real Estate Division, a multinational company in Singapore. Noblesse IX is the first " Villa-type flat unit" product in Nanjing.

Noblesse IX engaged French designer Bruno Moynard, chief architect of Shanghai Lacime Architectural Design Co., Ltd. Ren Zhiguo, and "Xiangshan traditional architectural " heritage designer Xue Lingen to design the project. The interior design integrates Western aesthetics and cultural heritage of Jinling, the architectural design is inspired by international luxury houses and the landscape design is of classical Chinese oriental gardens.
